First of all have you photo printed in black or white ( I print my own pics at home on my Epson R310)
Next you need to spray the photo's surface with 'Workable Fixative' (This can be purchased from an artist supply shop)
Then using a sponge dauber, load up some pastel in your chosen colour, then dab in a circular motion of the area of the photo you wish to colour. You can play around with the intensity of the colour by going over certain areas. Then leave it overnight before using it in your project - You could apply a sealer over the photo if you prefer, though I didn't and the colour is staying.

In this layout I used some more Flower Fusion, Rose red, 1" double stitched ribbon, the scallop edge punch and the 'All Scallops' stamp set - all from the Summer mini.
I thought it would be easier to stamp the stamp from All Scallops and then punch, but I found it difficult to get the scallop & stamp even. I found it much easier to punch the scallop edge first, then use the Stamp-A-Ma-Jig to line up the stamp - let me know which way you find easier!
